CITY ON A HILL stars Golden Globe® winner and Emmy® nominee Kevin Bacon (The Following) and Screen Actors Guild® Award winner Aldis Hodge (Underground). CITY ON A HILL is created by Chuck MacLean (Boston Strangler). Multiple Emmy winner Tom Fontana (Homicide: Life on the Street) serves as showrunner and executive producer. SHOWTIME® will premiere its new one-hour drama series on Sunday, June 16 at 9 PM ET/PT. Production on the 10-episode series took place in New York and Boston.
In the early 1990s, Boston was rife with violent criminals emboldened by local law enforcement agencies in which corruption and racism was the norm. In this fictional account, driving change is Assistant District Attorney Decourcy Ward (Hodge), who comes from Brooklyn and forms an unlikely alliance with a corrupt yet venerated FBI veteran, Jackie Rohr (Bacon). Together, they take on a family of armored car robbers from Charlestown in a case that grows to involve, and ultimately subvert, the entire criminal justice system of Boston.

Q&A
What attracted you to join CITY ON A HILL as showrunner?
Fontana:
The excellent writing, directing and acting in the pilot. I love shows about characters freshly drawn and fully fulfilled. CITY ON A HILL has both.
For people unfamiliar with Boston’s complicated history regarding race, crime and public corruption, can you give some historical context to the era in which CITY ON A HILL is set?
MacLean:
You just have to understand the joke in the title: in 1990 newspapers were referring to Boston as a “city on a hill” with tongue in cheek, but by the end of the decade, Boston was the model of how to run a city. The show starts when that change was dawning.
How do you think the show’s early 90s setting, storylines and themes translate to current times?
Fontana:
Sadly, when examining important social issues, the clock hasn’t ticked forward much. Racism, sexism and corruption still fill the headlines. Then again, Boston finally did finish the Big Dig.
How did your experiences as a Boston native inform your writing on the show?
MacLean:
The biggest thing is the sense of humor. That’s what people always get wrong about Boston. The sense of humor there is like jazz to New Orleans. If a Boston story doesn’t have that morbid, cynical, almost absurd sense of humor then the actors having accents is the least of their worries.
What are the challenges of shooting current day NYC for early 90s Boston?
Fontana:
Yonkers, Staten Island and the Bronx are incredible stand-ins for Boston back then. I know the city pretty well from when I did St. Elsewhere.
What was the process of bringing together such a large and accomplished ensemble of actors?
Todd:
The fact that so many incredible actors were drawn to our show is truly a testament to Chuck and Tom’s writing. I think the complexity of all the major characters was immensely appealing to our cast, as well as the opportunity to work as a true ensemble led by Kevin Bacon and Aldis Hodge.
Tell us about the relationships between the three main characters and their spouses on the show. How will these characters evolve over the season?
Todd:
We’ve always talked about how this was a show about “people who talk too much and are really bad at communicating.” It’s about understanding. Decourcy Ward and Siobhan Quays are two very individualistic people who find their sense of trust in one another challenged when their ambitions cross. Jackie and Jenny Rohr have their marriage tested by changing expectations. Frankie and Cathy Ryan have a balance in their lives that’s always worked until one of their children is in jeopardy. In the end, these characters either reach an understanding or they don’t – and that notion of understanding will continue to evolve throughout the series.
What differentiates CITY ON A HILL from other Boston crime dramas we’ve seen over the years?
Todd:
Boston is a town rich in history that’s inspired some terrific television shows and films. Our show is a look back at a very different Boston, less than 30 years ago, when the city was ruled by a very different set of rules than today. Over the course of the show, we will see how it changed and why – inspired by the true events and history.

Kevin Bacon as Jackie Rohr
KEVIN BACON is one of the foremost actors of his generation. A native Philadelphian, Bacon moved to New York City and became the youngest student at Circle in the Square Theatre School. He made his film debut in National Lampoon’s Animal House, followed by roles in Diner and Footloose, which propelled him to stardom.
His film credits include John Hughes’ She’s Having a Baby; Tremors; JFK; A Few Good Men; The River Wild, for which he received a Golden Globe Award nomination; Murder in the First, for which he was named Best Actor by the Broadcast Film Critics Association and received Best Supporting Actor nominations from SAG and the London Film Critics Circle; Ron Howard’s Apollo 13; Clint Eastwood’s Mystic River and The Woodsman, for which he received an IFP Spirit Award nomination.

In television, Bacon earned a Golden Globe nomination for his starring role in I Love Dick; starred in Story of a Girl, the directing debut of his wife Kyra Sedgwick; starred in the series The Following; starred in Taking Chance, for which he won a Golden Globe and a SAG Award and starred in the public television staging of Lanford Wilson’s play Lemon Sky. Bacon got his start on Guiding Light.
In 1996, Bacon made his directorial debut with Losing Chase, starring Kyra Sedgwick, Beau Bridges and Helen Mirren. The film was honored with three Golden Globe nominations. He directed his second film Loverboy, which he also produced and directed several episodes of Sedgwick’s series The Closer.
Bacon made his Broadway debut in 1983 in Slab Boys, with Sean Penn, starred in the 1986 production of Joe Orton’s Loot, the comedy Spike Heels and the one-man show An Almost Holy Picture.
Bacon was seen onstage alongside George Clooney, Brad Pitt, Martin Sheen, Jane Lynch and John C. Reilly, in the celebrated Los Angeles reading of Dustin Lance Black’s play 8, which benefitted efforts by the American Foundation for Equal Rights and Broadway Impact to overturn California’s Proposition 8 banning same-sex marriage.
Aldis Hodge as Decourcy Ward
ALDIS HODGE is a SAG Award winning actor, who has built a dynamic career as a versatile performer in both film and television.
Perhaps best known for his work on the series Underground, Hodge can also be seen in the film What Men Want, opposite Taraji P. Henson and Tracy Morgan; Brian Banks, in a performance The Hollywood Reporter described as “beautifully subtle film acting, and audiences should be exposed to his fine work” and the independent film Clemency, with Alfre Woodard. Hodge also appeared in the CBS All Access short Star Trek: Short Treks – Calypso, the series Medal of Honor and Black Mirror.
In 2017, Hodge was seen in Hidden Figures, alongside Taraji P. Henson, Octavia Spencer and Janelle Monáe. In addition to winning a SAG Award for Outstanding Performance by a Cast in a Motion Picture and an NAACP Image Award for Outstanding Motion Picture, Hodge earned a National Board of Review Award and Palm Springs Film Festival Best Ensemble Award for his role in the film.
Hodge’s other film credits include the Edward Zwick film Jack Reacher: Never Go Back with Tom Cruise, a starring role in Straight Outta Compton and The East alongside Alexander Skarsgård and Patricia Clarkson. His other television roles include Leverage, TURN, Friday Night Lights, Supernatural, The Walking Dead, Girlfriends, The Blacklist, City of Angels, Bones, CSI, ER, Charmed and Boston Public.
Hodge began his career at the age of three when he booked a print job for Essence magazine with his brother Edwin Hodge. He continued to work as a model for print ads and commercials until he made the transition onto the screen when he and his brother were cast on Sesame Street and later on stage when they joined Broadway’s Tony winning revival of Showboat. He also appeared in several movies, including Die Hard With a Vengeance, Bed of Roses, The Stone House, Edmond, The Ladykillers and Big Momma’s House.
Hodge was born in Jacksonville, North Carolina and raised in New York. In addition to acting, Hodge is developing projects for film and television, designs luxury timepieces and is an avid artist and painter.
Jonathan Tucker as Frankie Ryan
Throughout his impressive career, JONATHAN TUCKER has had the good fortune of working with some of today’s most talented filmmakers.
Tucker received “electrifying” reviews for his work in the drama series Kingdom, starred in Snowfall and appeared in American Gods, Westworld and Justified. He portrayed a central character in the videogame Call Of Duty:WWII and will be seen in the upcoming Charlie’s Angels reboot, with Kristen Stewart and directed by Elizabeth Banks.
Tucker’s films credits include The Virgin Suicides, Ball in the House, Meskada, Sleepers, The Deep End, Two If by Sea, The Ruins, The Next Three Days, In the Valley of Elah, The Texas Chainsaw Massacre, Stateside, Criminal, Hostage, Pulse, Love Comes to the Executioner, Cherry Crush and An Englishman in New York. A Boston native, Tucker has traveled the world over and spent a couple of years in Paris as a young boy, thanks to his renowned art historian/professor/curator father, Paul Hayes Tucker, and marketing consultant mother, Maggie Moss-Tucker. By third grade, he was starring in the Boston Ballet’s production of The Nutcracker and continued as a member of the company for five years. He is a graduate of Ojai’s Thacher School.
Mark O’Brien as Jimmy Ryan
MARK O’BRIEN recently completed the thriller Ready or Not, opposite Samara Weaving and stars alongside Will Patton in the independent thriller-drama Hammer.
O’Brien played Billy Shore in Jason Reitman’s The Front Runner, with Hugh Jackman. He also recently completed production for Adriana Maggs’ Goalie and on Noah Baumbach’s Untitled Noah Baumbach Project, opposite Scarlett Johansson.
Additional credits include Bad Times at the El Royale opposite Jeff Bridges, Chris Hemsworth and Jon Hamm; The Darkest Minds; How It Ends, opposite Theo James and Forest Whitaker; State Like Sleep, opposite Michael Shannon and the Oscar nominated Arrival. Lauren E. Banks as Siobhan Quays
LAUREN E. BANKS graduated with an MFA from the Yale Drama School and earned her Bachelors from Howard University. Her recent credits include recurring roles in Maniac, opposite Justin Theroux and on Dietland, opposite Julianna Margulies.
Amanda Clayton as Cathy Ryan
In 2017, AMANDA CLAYTON received rave reviews and an IndieFEST Film Award for Best Supporting Actor for her performance in the independent thriller Bad Frank. She was previously seen on the big screen in the Martin Scorsese produced biographical drama Bleed For This, opposite Miles Teller, Katey Sagal and Aaron Eckhart. Clayton made her feature film debut in John Carter, opposite Taylor Kitsch. On television, Clayton stars on the Tyler Perry drama If Loving You Is Wrong. Her other television credits include guest starring roles on NCIS: Los Angeles, NCIS: New Orleans, Major Crimes and The Mentalist.
Born in Johnston, Rhode Island, Clayton began studying theater at the University of Rhode Island before moving to New York to further her study of acting at The New York Conservatory for Dramatic Arts. While in New York, she started a theater company that did a number of original plays that had their premieres off-off-Broadway. Clayton continued her work in theater by touring in a theatrical adaptation of Lois Lowry’s awards winning novel The Giver.
Jere Shea as Hank Signa
Tony nominated actor JERE SHEA’s screen credits include Jungleland with Charlie Hunnam, Jack O’Connell and Jessica Barden, Passion, Path to Paradise, Law & Order, The Cosby Mysteries and the CBS miniseries A Season in Purgatory with Patrick Dempsey and Brian Dennehy. He also starred with Donnie Wahlberg, Will Arnett, Rose McGowen and Anne Meara in the film Southie.
Best known for his Tony nominated performance in the original Broadway production of Stephen Sondheim’s Passion, Shea first garnered acclaim in the New York Shakespeare Festival production of As You Like It with Elizabeth McGovern, Jake Weber and Michael Stuhlbarg. He also appeared in Jerry Zaks’ Broadway revival of Guys and Dolls with Nathan Lane, Faith Prince and Peter Gallagher and starred in Jack O’Brien’s remounting of Damn Yankees with Victor Garber and Bebe Neuwirth. Shea appeared in the 25th anniversary production of The Secret Garden at Lincoln Center.
Shea has performed leading roles in theaters across the nation. He earned his MFA in Acting at the prestigious NYU Tisch Graduate Acting program, and trained at Stanislavski’s Moscow Art Theatre School and the Abbey Theatre in Dublin.
A singer, songwriter and guitarist, Shea performs concerts in large and small venues. He can be heard on the Grammy Award® winning Original Broadway Cast recording of Passion, produced by Phil Ramone.
Originally from Boston, Shea took a break from acting in the late ‘90s to serve as Deputy Chief of Staff for Massachusetts Governor Paul Cellucci, working as a senior advisor and liaison on trade missions in Asia and the US. He also worked with Dr. Paul Farmer and Ophelia Dahl in Haiti and Rwanda, raising funding for Partners In Health’s global health and social justice programs.
Kevin Chapman as J.R. Minogue
KEVIN CHAPMAN is a talented actor and producer known for his series and film work. For five seasons, he played fan-favorite Detective Fusco in the CBS series Person of Interest. His first series regular role was on the award-winning SHOWTIME® series Brotherhood alongside Jason Clarke and Jason Isaacs. Chapman also appeared in numerous hit television shows, including Rescue Me, 24, CBS dramas Blue Bloods and Criminal Minds, Sons of Anarchy,The Punisher and Sneaky Pete.
Chapman has worked with notable directors in Academy Award nominated films, including Clint Eastwood’s Mystic River, Alejandro G. Iñárritu’s 21 Grams, Antoine Fuqua’s The Equalizer 2, Slender Man and the indie Saint Judy opposite Michelle Monaghan and Alfred Molina.

Jill Hennessy as Jenny Rohr
JILL HENNESSY starred in the special event series Shots Fired, was the lead in the Mike Clattenburg comedy Crawford and was a guest star in the pilot of Yellowstone, with Kevin Costner. Hennessy was a recurring character on the CBS drama Madam Secretary and was featured in several episodes of The Good Wife.
Hennessy was a regular on the series Luck starring Dustin Hoffman, as well as the international series Jo opposite Jean Reno. She is best known for her starring roles on Law & Order and Crossing Jordan, which earned her a People’s Choice Award nomination. She won a Golden Satellite Award for her work in Nuremberg with Brian Cox and Alec Baldwin. Hennessy is featured in the film Crypto starring Luke Hemsworth and Kurt Russell and Standing Up, Falling Down with Billy Crystal. Hennessy’s other film credits include Lymelife with Alec Baldwin, Roadie with Bobby Cannavale and Ron Eldard, Small Town Murder Songs with Peter Stormare, Chutney Popcorn, The Paper by Ron Howard with Robert Duvall, Wild Hogs with John Travolta and Tim Allen, I Shot Andy Warhol with Lili Taylor and Exit Wounds with Steven Seagal. She also played Buddy Holly’s wife, Maria-Elena, in the Broadway production of The Buddy Holly Story.
As a singer/songwriter, Hennessy wrote all of the music and lyrics on her debut album Ghost In My Head. She performed on the Lilith Tour with Sarah McLachlan, the Indigo Girls and the Dixie Chicks and was featured on the Indigo Girls’ live album Staring Down the Brilliant Dream. Hennessy also wrote all the music and lyrics on her second album, I Do, which was released in 2015. She is currently at work writing her third album.
Sarah Shahi as Rachel Behnam
SARAH SHAHI most recently starred in the series Reverie. She is best known for her role on CBS’s Person of Interest and on the SHOWTIME Original Series The L Word. She received the 2012 Gracie Award for Outstanding Female Actor in a Breakthrough Role for her work in Fairly Legal. Other television credits include Pitch, Chicago Fire, Life, Reba, The Sopranos, Ray Donovan, Alias and Teachers.
Shahi can be seen on the silver screen in the thriller Bullet to the Head, opposite Sylvester Stallone and the indie comedy For Your Consideration. Additional feature credits include Devine Access, with Billy Burke, Gary Cole and Patrick Warburton; The Trouble with Bliss, Shades of Ray, Crossing Over, I Don’t Know How She Does It, Old School and Hangman opposite Al Pacino and Karl Urban.
She recently wrapped production on the indie drama Language Arts and the indie comedy Judy Small, in which she will star opposite Rob Corddry in the William Teitler directed film based on the book by Nancy Doyne.
Chuck MacLean – Creator/Executive Producer
A provocative writer with a background in feature films, CHUCK MacLEAN makes his first foray into television as the creator and executive producer of CITY ON A HILL. MacLean’s feature writing credits include films in development Boston Strangler and Mercy Seat. A native of Boston, Massachusetts, MacLean is a graduate of USC’s School of Cinematic Arts.
Tom Fontana – Executive Producer/Showrunner
TOM FONTANA has written and produced such groundbreaking television series as St. Elsewhere, Homicide: Life on the Street, Oz, The Philanthropist, Copper and Borgia. Fontana has received, among others, three Emmy Awards, four Peabody Awards, three Writers’ Guild Awards, four Television Critics Association Awards, the CableACE Award, the Humanitas Prize, a Special Edgar Award and the first prize at the Cinema Tout Ecran Festival in Geneva.
Fontana co-founded the non-profit charity Stockings with Care. He’s on the Board of the Writers Guild Initiative, The NYPD Police Museum, The Creative Coalition, The Acting Company, The Williamstown Theatre Festival and The International Council of The Paley Center for Media.
Jennifer Todd – Executive Producer
JENNIFER TODD has been a film and television producer for over 20 years. Some of her notable credits include Alice in Wonderland, Alice Through the Looking Glass, Across the Universe, Memento and the Austin Powers franchise. In 2017 and 2018, Todd produced the 89th and 90th Annual Academy Awards with Michael De Luca, hosted by Jimmy Kimmel.
Todd is currently producing both films and television under her recently established banner, Jennifer Todd Pictures, with a first-look feature deal at Amblin Partners. She recently finished production on the film Torrance, starring Ben Affleck and directed by Gavin O’Connor.
Prolific in both independent and studio films as well as television, Todd has been nominated for three Emmys, two Golden Globes, and the PGA David L. Wolper Award for Outstanding Producer of Long-Form Television. She has won the Independent Spirit Award for Best Picture, Women In Film’s Lucy Award, the Glaad Media Award and a People’s Choice Award. From 2012 to 2018, Todd served as the president of Ben Affleck and Matt Damon’s production company Pearl Street Films. In 2016, she produced Live by Night, which Affleck directed and starred in and was an executive producer of Jason Bourne. Todd was an executive producer on Project Greenlight, as well as the series Incorporated.
Some of Todd’s other credits include Celeste and Jesse Forever, Must Love Dogs, Prime, Boiler Room, Now and Then and If these Walls Could Talk 2.
Ben Affleck – Executive Producer
BEN AFFLECK has been recognized for his long-standing career as a director, actor, writer and producer and as a recipient of two Academy Awards, three Golden Globe Awards, two BAFTA Awards and two Screen Actors Guild Awards. Affleck’s acting credits include John Madden’s Shakespeare in Love, David Fincher’s Gone Girl and reprising the iconic role of Batman in three feature films. Affleck’s additional performances include Terrence Malick’s To the Wonder, Extract, Pearl Harbor, Hollywoodland, The Accountant, Armageddon, Triple Frontier, Gavin O’Connor’s Torrance and Dee Rees’ The Last Thing He Wanted with Anne Hathaway and Willem Dafoe.
Affleck’s directorial credits include Live by Night, The Town and Gone Baby Gone, for which he earned several critics groups’ awards, including the Best Directorial Debut Award from the National Board of Review. In addition to Affleck’s directorial roster, he has co-written screenplays for several films including The Town, Gone Baby Gone and Good Will Hunting, which garnered his first Academy Award and Golden Globe Award.
Affleck directed, produced and starred in the critically acclaimed film Argo, which was awarded top honors, including the Golden Globe and BAFTA Awards for Best Picture. Among its seven Oscar nominations, the film took home the title of Best Picture, Best Screenplay and Best Editing. Affleck was also praised for his work on the film, and received the Golden Globe, BAFTA and Critics’ Choice Awards for Best Director.
In 2000, Affleck partnered with Matt Damon, Chris Moore and Sean Bailey to form LivePlanet, Inc. Their first endeavor, the Emmy nominated Project Greenlight drew critical, audience and industry attention.
Outside of his successful film career, Affleck is also a passionate advocate and philanthropist who supports many charitable organizations. In March 2010, he founded the Eastern Congo Initiative (ECI), the first U.S. based advocacy and grant-making initiative wholly focused on the mission of helping the people of eastern Congo support local community-based approaches that create a sustainable and successful society in the long-troubled region.
Matt Damon – Executive Producer
MATT DAMON catapulted into the public eye in 1997 when he and Ben Affleck won the Academy Award for co-writing Good Will Hunting. The script also earned the pair a Golden Globe nomination as well as several critics’ group nominations. Damon’s performance in the film garnered Academy Award, Golden Globe and SAG nominations.
Damon was nominated for a Golden Globe for his performance in The Talented Mr. Ripley; received Academy Award, SAG and Critics’ Choice Award nominations for his performance in Clint Eastwood’s Invictus and garnered a Golden Globe nomination for his starring role in Steven Soderbergh’s The Informant!. He and Soderbergh collaborated on seven films, including Ocean’s Eleven, Ocean’s Twelve, Ocean’s Thirteen and Behind the Candelabra, which earned Damon Emmy, Golden Globe, SAG and BAFTA nominations.
Hailing from Boston, Damon attended Harvard University, gained his first acting experience with the American Repertory Theater and made his feature film debut in Mystic Pizza. He played the title role in Steven Spielberg’s World War II drama Saving Private Ryan and starred in Rounders with Edward Norton. His other film credits include Courage Under Fire; Kevin Smith’s Chasing Amy; Francis Ford Coppola’s The Rainmaker; Stephen Gaghan’s Syriana with George Clooney; Martin Scorsese’s Oscar winning The Departed with Leonardo DiCaprio, Jack Nicholson and Mark Wahlberg; The Good Shepherd with Robert De Niro and Angelina Jolie and the Coen brothers’ True Grit.
Damon starred in Ridley Scott’s outer space actioner The Martian, earning him an Academy Award nomination for Best Performance by an Actor in a Leading Role. He served as a producer on Manchester by the Sea, which received three Critics’ Choice Awards, one Golden Globe Award, two BAFTA Awards and two Academy Awards and starred in the blockbuster action films Jason Bourne, The Bourne Identity, The Bourne Supremacy and The Bourne Ultimatum, for which he received a Critics’ Choice Award nomination for Best Actor in an Action Movie.
In 2000, Damon, Ben Affleck, Chris Moore and Sean Bailey formed the production company LivePlanet, which produced the documentary Running the Sahara, as well as the Emmy nominated series Project Greenlight.
Damon and Affleck’s Pearl Street Productions co-produced Promised Land, which was written and produced by Damon and John Krasinki; Jason Bourne, Manchester by the Sea and the Ben Affleck directed Live by Night.
In 2006, Damon co-founded H20 Africa, now known as Water.org, a foundation that brings clean water and sanitation to countries around the world that suffer without these simple needs.
